“These properties are located in the R-6 zoning district, which allows for a dwelling unit located in a accessory building, … located on the same lot as a single-family
dwelling, provided that: … [t]he lot shall meet the lot area requirement for a two-family dwelling…
The requirements of the zoning ordinance cannot be met since the two properties are separated by an alley….”
It is a separate parcel and it does not meet several development regulations. If this is approved, it will be another example of how council’s abuse of the special use permit power contained in the city charter is wrecking the zoning ordinance. Richmond is the only locality in the Commonwealth with such power.
